BIAAPA Approval and Karnataka RERA Registration Explained

Learn how BIAAPA layout approval and Karnataka RERA registration differ, what each tells plot buyers and which records still need verification.

BIAAPA approval and Karnataka RERA registration answer two different questions for a plotted development. BIAAPA approval concerns the sanctioned layout within the planning authority's jurisdiction. Karnataka RERA registration identifies the project under the state's real-estate regulatory system and provides a record buyers can search. A careful plot buyer should review both, then complete separate checks for title, encumbrances, khata, taxes and the documents of the individual plot.

Property listings sometimes combine these credentials into one broad claim of being "approved". That shorthand can obscure what each record does. Understanding the difference helps you ask for the right document and avoid treating one credential as proof of everything.

What Is BIAAPA Approval?

BIAAPA stands for the Bangalore International Airport Area Planning Authority. It is the planning authority associated with the Bengaluru airport planning area, which includes parts of the wider Bagalur and Devanahalli corridor.

For a plotted development within its jurisdiction, the relevant BIAAPA record concerns the sanctioned layout. Buyers should ask to see the approval and the sanctioned plan rather than relying on a badge in a brochure. The plan should help identify how the land is divided into plots and how roads, open spaces and other layout elements are organised.

When reviewing a shortlisted plot, match its number, dimensions, boundaries and access road to the sanctioned plan. Ask whether any revisions have been made and request the current version. Your lawyer should also confirm that the approval relates to the same land, survey references and project being offered to you.

What Is Karnataka RERA Registration?

Karnataka RERA is the state authority operating under the Real Estate (Regulation and Development) Act, 2016. The central Act covers real-estate projects that include the development of land into plots for sale, subject to the Act's scope and exemptions.

A registered project receives a registration number. Buyers can use that number to search the state portal and compare the project identity and disclosed information with the sales material they have received. The correct phrase is RERA registered. "RERA approved" is a common search expression, but registration should not be described as a blanket approval or guarantee of a purchase.

You can read the Real Estate (Regulation and Development) Act, 2016 and search projects on the Karnataka RERA portal.

The two checks complement each other. Neither should be skipped because the other one is available.

What Neither Credential Proves on Its Own

An approval or registration reference is an important starting point, but buying a plot requires a broader review. Neither record alone establishes all of the following for the individual plot:

  • An uninterrupted and marketable title
  • The absence of mortgages, claims or other encumbrances
  • The current khata or property-record status
  • Payment of applicable property taxes
  • Agreement between the site boundaries and the sale documents
  • Permission for your proposed villa design
  • Current price, availability or commercial terms

Ask an independent property lawyer to review the title chain, encumbrance information, relevant land records, tax records, khata documents and draft agreement or sale deed. If you intend to build soon, ask an architect to review the plot dimensions and the planning rules that will apply to the building.

How to Verify a Plotted Development

Follow the records in a clear sequence rather than collecting disconnected photocopies.

1. Establish the Project Identity

Write down the project name, promoter, location, survey references and complete registration number. Use the same details across every search and document request. Similar project names or shortened numbers can lead to the wrong record.

2. Review the Sanctioned Layout

Ask for the BIAAPA approval reference and sanctioned plan. Confirm that the plan relates to the land being marketed. Locate the plot you are considering and check its number, area, dimensions, adjoining plots, road access and nearby common spaces.

3. Search the RERA Registration

Enter the complete registration number on the Karnataka RERA portal. Compare the promoter and project details with the brochure, application form and draft agreement. If information is unclear or inconsistent, resolve it before paying a substantial amount.

4. Check the Individual Plot Records

Project-level credentials do not remove the need for plot-level due diligence. Your lawyer should examine the relevant title and property records, encumbrance information, khata status and taxes for the plot being transferred.

5. Match the Paperwork to the Ground

Visit the site with the layout plan. Walk to the exact plot and check its boundaries, road frontage and dimensions. Confirm that completed infrastructure and common areas correspond with the current project description.

6. Review Construction Conditions

Layout approval does not serve as the building-plan sanction for your future villa. Ask which authority will review the building plan and what setbacks, height limits, ground coverage, community guidelines or construction timelines apply.

Common Buyer Questions

Is BIAAPA approval the same as RERA registration?

No. BIAAPA approval concerns the sanctioned layout within the authority's planning jurisdiction. Karnataka RERA registration places the project within the state's regulatory and disclosure framework.

Does RERA registration mean the title is clear?

RERA registration should not replace an independent title review. Ask a property lawyer to examine the title chain, encumbrances and plot-specific records before purchase.

Is BIAAPA approval the same as khata?

No. Planning approval for the layout and the property record for an individual plot are separate matters. Ask which khata or revenue record applies to the plot and verify its current status. Our e-Khata guide explains this check in more detail.

Can I start construction once I buy a BIAAPA-approved plot?

Ownership of a plot within an approved layout does not remove the need to follow the applicable building rules and permission process. Confirm the requirements for your proposed villa with the relevant authority and your architect.

Why do people search for "RERA approved plots Bangalore"?

The phrase is commonly used when buyers want regulated or registered projects. In formal project copy and document checks, use "RERA registered" and verify the full registration number.
